I'm looking for information about black small spoked wheels with red pins attached to a 2 x 4 black brick. Here's a picture (large picture)

The wheels seem to be permanently attached to the brick, or at least do not come apart easily. I've seen the wheels in solid red, but have never seen the black spoked ones with red pins.

Are these original? What set did they come in? Are there black spoked wheels with black pins?
